Planning proposal
On 22 March 2023, Council endorsed a draft Planning Proposal to create Heritage Conservation Areas (HCAs) within Schedule 5 Environmental Heritage of the Bayside Local Environmental Plan 2021 (Bayside LEP) that applies to certain properties within:
- Gibbes and Farr Street, Banksia;
- Hamilton and Lansdowne Street, Bardwell Valley;
- Brighton Parade, Brighton Le Sands; and
- Ocean View Estate, Bexley
HCAs aim to protect areas valued by the community for their historic character. The architecture of buildings, fences, trees, and gardens can all contribute to the character of an area. It’s important that development within a HCA area respects this significance and is consistent with the dominant built character through its form, scale, materials and siting. Councils use HCAs to manage change by outlining how development can be carried out without having a negative impact on the heritage values of the area.

Draft Development Control Plan (DCP) amendments have been prepared in conjunction with the draft Planning Proposal, and are included in Appendix 13 of the Planning Proposal Report. The draft Development Control Plan amendments contain specific planning controls to guide development outcomes within the sites.
