Bayside Council has reviewed its Code of Meeting Practice (the Code) to identify areas for improvement and clarification and we want to know what you think.


Background

Councils are required to have a Code of Meeting Practice (Code) based on the legislated Model Code of Meeting Practice (Model Code).

Bayside Council has a Code incorporating all of the mandatory provisions, most of the non-mandatory (with or without modification) of the Model Code, and some additional provisions/changes that are consistent with the Model Code. The current Code was adopted on 9 February 2022.

Recently Council resolved to incorporate “Condolences” as a standing item. While minor, the change requires a public exhibition period. Given that an exhibition is required, the opportunity was taken to undertake a review of the Code to identify improvements and clarifications based on the experiences of the current term of Council. As part of the review, the existing Code was compared with the Model Code and other council Codes.


Proposed changes

We are proposing to make changes to the following sections of the Code:

  1. Order of Business - re-ordering to reflect current practice and include Condolences
  2. Items by Exception and Public Forums - clarify and revise addressing, codifying the order of debate, items subject to the Public Forum, speaker times and allocations
  3. Councillor attendance via Audio-visual link for Confidential items
  4. Mode of address in person and via audio-visual link
  5. Notices of Motion to clarify deadlines for submission; and
  6. Minor change to include Working Parties and Information Sessions
