Project Update August 2024
In July 2024 – both the Draft Transport Strategy and the Bike Plan were reported to the City Planning and Environment Committee - then to Council.
The recommendations were as below.
Committee Recommendation (Councillors Douglas and Werner) 1 That the ‘Have Your Say’ summary and responses to submissions on the Bayside Transport Strategy and Bayside Bike Plan be noted. 2 That Council adopt the Bayside Transport Strategy. 3 That Council adopt the Bayside Bike Plan. Project update 2023
The engagement period - November 2022 to February 2023 has ended. The public exhibition of strategies generated valuable feedback from the community across a variety of transport themes. The comments and feedback received will contribute to the final Transport Strategy and the Bayside Bike Plan.
Once updated, the Strategies and their Action Plans will be put forward for Council endorsement later in 2023.
Project background
The draft Bayside Transport Strategy and Bike Plan have been developed in consultation with the community to provide an ‘Action Plan’ that will guide infrastructure planning, policy development and advocacy for transport-related issues in Bayside.
The key focus areas across the draft Transport Strategy and Bike Plan are:
- Road safety (road network planning and community safety in recognition of ‘towards-zero’ road safety goals)
- Future transport (EV charging, car share, micro-mobility)
- Active transport (improvements to walking and cycling infrastructure, including the Bayside Strategic Cycleway Network)
- Public transport access (bus shelters, bus routes, on-demand services, public transport advocacy)
- Planning for ‘Place’ (enhancing local centres to support walking, cycling and accessibility in public areas)
- Car parking (plan for car parking in the right places to reduce road network congestion near our centres and improve access for our community)
- Ensuring our freight and major road network is efficient, safe and is planned along ‘movement’ corridors in recognition of the ‘place’ values of our town centres
The Draft Action Plan
The Draft Action Plan provides a summary of the Transport Strategy and Bike Plan and details the actions Council will take to achieve Bayside's vision to create:
"A just, reliable and resilient transport system which supports active, healthy lifestyles and provides 30-minute access to economic, social, recreational and cultural opportunities for everyone."
The objectives of the Action Plan are to:
- provide a summary of key strategic planning documents
- summarise actions across key strategic planning documents to provide a working document that can guide planning for Council
- allow for strategic planning work to be translated to practical tasks with allocated funding avenues
- provide a platform for previous engagement and consultation to be utilised in decision-making
- integrate recommendations across the strategic planning pace to allow for efficiencies in project planning
