Planning Proposal

The Planning Proposal is seeking to amend Bayside Local Environmental Plan 2021 with changes including:

  • rezoning the site from E1 Local Centre Zone to R4 High Density Residential Zone,
  • increasing the permissible height of buildings from 14m to 28m, and
  • removing the requirement for active street frontages to be located along Botany Road.

The Planning Proposal is expected to enable redevelopment to deliver high-density residential development of around 130-150 dwellings, with 49 new social dwellings and 35 affordable housing dwellings.

Since the lodgement of the Planning Proposal to Bayside Council in December 2017, the proposal has undergone a number of amendments. The final version of the Planning Proposal was considered at the Council Meeting held on the 24 May 2023 where it was resolved that consideration of the proposal be deferred.

A Rezoning Review request was subsequently lodged which resulted in the Sydney Eastern City Planning Panel supporting the progression of the proposal for Gateway Determination on 26 September 2023. The Gateway Determination allows the Planning Proposal to proceed to exhibition.

The Planning Proposal Authority (PPA) for this proposal is the Sydney Eastern City Planning Panel is responsible for preparing the package of Planning Proposal documents for public exhibition and running public consultation.

Location of Planning Proposal​

The Sydney Eastern City Planning Panel (SECPP) and DPE have taken carriage of the Planning Proposal as Planning Proposal Authority and Local Plan-Making Authority (LPMA) respectively.
